It's PART of our government - it's the judicial branch.
The Executive branch administers and enforces criminal laws, primarily through agencies like the Department of Justice and law enforcement.
The branch of government that is headed by the Chief Justice is the Judicial Branch.

Judicial Branch.
In the U.S. federal government, the Justice Department enforces criminal laws. It is headed by the Attorney General, who is a Presidential appointee. For example, the FBI is in the Justice Department.
