Legally, there are only two levels of government in Canada. Federal and Provincial.Canada has a government in the Westminster tradition, meaning basically that Parliament is the supreme authority. This is complicated by the fact that there are two legislative jurisdictions (Federal and Provincial) with separate houses governing each. In theory, each legislature can make any law it chooses within its areas of jurisdiction specified in the Constitution - but a number of these areas, such as healthcare, overlap.The Constitution refers to only the federal government houses as Parliament, while provincial houses are styled Legislative Assemblies.The Provincial government is not legally subordinate to the Federal government or vice versa, though each has constitutionally defined areas of exclusive jurisdiction. Washington, the capital of the United States, is located in the District of Columbia, the 64 square mile federal district between Maryland and Virginia that is not part of any state and which is the location of the White House, where the executive branch of the federal government works, the capitol building, where the legislative branch works, the supreme court, where the judicial branch works, and many other national offices and monuments.
The different components of the bureaucracy in the Federal government's executive branch was developed by George Washington. It started when each area of bureaucracy was assigned a secretary that reported on each of the components. Then each component added more employees in developing larger departments and evolved into what we now know.
The levels are local, state, and federal. The local government is located in the community area, the state government is usually at the state's capital, and the federal government is located in Washington D.C.

The Federal Government owes 790 billion to the Federal Reserve Bank. The Federal Reserve Bank is Privately owned. See the question See the YouTube Link below. Federal means government--so the debt will be paid to them. It will just depend on which area of the government--student loans, IRS etc.
It is the seat of the State Government, the largest City and the center of the largest metropolitan area in Arizona.
