When properly trained and conditioned, most horses can. However, breed and confirmation matters alot also. You need a horse with the confirmation of a jumping horse to be able to have any chance of jumping a 6 foot fence.

yess! any horse breed can do cross country or jumping.... BUT a lipizzaner stallions is really fast but cant really handle the jumps....but with practice any horse can do amazing!

There is no one breed that will fit this bill. You can find relatively cheap horses in just about any breed, and many of them have decent jumping ability. If you are looking for a specific breed, like one of the German Warmblood/ sporthorse breeds, then you'll have to either save up to spend on a good quality horse or buy a young horse and have it put into training.You can find good Thoroughbreds for relatively cheap through rescues for nominal fees, and many of them have been re-started, and are being worked over low to medium style jumps.If you will be competing on a breed circuit, then you'll have to figure out what a 'good jumper' costs in that breed.
