If you have two windows open, then to activate the inactive window you have to click on the colored strip, mine is blue, at the very top of the window. Don't know if that is what you meant. :)

An active window is the window of an application you are using by that time. If you open Google Chrome, Windows Media Player together, but you are operating Google Chrome, then Google Chrome is the active window. If you are using Windows Media Player instead of Google Chrome, then Windows Media Player is the active window.

What is the difference between an active window and an inactive window?

It is possible to have more than one window open. Think of a window almost like the page of a book; in a book, you can have a page open that you are reading, and you can have another page marked with a bookmark further through the book, ready for you to go to easily. In a similar way, an active window is a program that is in use (like the book page that you are reading) and inactive window is a program that is not in use (like the page you do not have open but have placed a bookmark for ready access).

What button reboots your vista window?

Refreshing a window is the "reload" button, and rebooting is done with the START button as in XP (restart Windows). Depending on your version of IE, there is either a "back-forward" menu bar at the upper left, or a refresh button just right of the address window.
