It is on the 10th day of the 7th month. It begins on the 9th day at evening and ends the 10th day at evening, of the biblical calendar.
But the Biblical calendar is much different from our Gregorian system of today. The Bible calendar starts in spring with its first month at the first new moon after the equinox. And the Father of Lights starts His day at sunrise rather than in the middle of night. In the year 2010 the day of atonement is on 10/17. It begins the evening of 10/16 at sunset and ends on the 17th at sunset.
One site suggested it started the evening before because it wouldn't be much of a fast to just get up before sunrise and eat a huge breakfast and then start the fast, that makes a lot of sense to me.
Some think that since the Day of Atonement goes from evening to evening that all days do...but that totally doesn't make sense since the fast starts on the evening of the 9th day and goes until the evening of the 10th. For them they start their day in darkness so day 1 starts at sunset, day 2 starts at sunset, etc. when they start day 9 at sunset and go from that evening through the next day (which would still be the 9th for them), and end at sunset that would just be when the tenth day is starting and they wouldn't be including it...they would have to fast for a second day...but the fast is only one day...the 10th, starting at evening on the 9th and through the 10th day and ending at evening on the 10th.

Leviticus ch.23. Mentions all the festival days. It mentions Feast of Trumpet (Yom Teruah) on the 1st day of the 7th month and Day of Atonement (Yom Kippur) on the 10th, but doesn't say anything about observing any of the days in between.
