I would assume the stone tools. certain chimpanzees today (bonobos, etc) have discovered that rocks of a certain shape are better for cracking nuts than others, and have mastered the technique of using 2 separate, particular items (2 rocks) together for a single purpose, in the same way a young developing human discovers it. And seeing as how chimps have not mastered fire, I'd say its pretty safe to say that stone tools came first.
