Lots of patience and work. Start by hand feeding the bird it's favorite treats, this way the bird will come to know you and your hand as something good and not something to fear. After the bird comes to you willingly for food try handling outside of the cage (make sure the room is secure in case the bird flies away), just have patience and keep doing that
