You have a contract drawn up between you and the contractor stating explicitly that all manufacturers are paid out of their pocket. Basically the contract will state " Any and all expenses to manufacturers will be paid by the contractor out of monies paid to contractor by the home owner/business." If its a matter of verifying that funds have been paid you can always telephone the manufacturer with an order number and they should be able to tell you if the windows have been paid for in full or not. If that doesn't work you can contact the Better Business Bureau and have an investigation made against the contractor to determine if they have a problem of accepting funds for materials and not following through with the job and they should be able to find out if the windows have been paid for in full or not.
