The best way to remove water from a fuel system is to add alcohol. The alcohol will dissolve the water into the gasoline an allow it to pass through the engine in very small amounts, making simple steam. In colder climates, products called "HEET" or "Gas-Dri" are available containing the appropriate amount of alcohol. In warmer climates, you may need to buy alcohol at the hardware store, usually in the paint-thinner aisle. The best is methanol or ethanol. Do not use more that 1 part alcohol to 10 parts gasoline. Also, do not use rubbing alcohol, as it contains 30% water.
