A person can be in contact with 230 volts and have no consequences. It is only when the person makes contact between the voltage source and a grounded metallic conductor (neutral wire) that is a return source back to the supply, that a person needs to be concerned about. This also applies to grounded metallic structures which can carry a fault current back to the grounded distribution panel. All electricians make a practice of turning the power off before working on any electrical equipment.
