That can be caused by several things but it would most likely be a nerve that is being compressed by one problem or another such as the pressure of inflammation on a nerve which in the case of the hand can happen in the carpel tunnel in the wrist or possibly the ulna nerve in the elbow. Tingling in the feet can be a result of wear in between the vertibrea.

I cannot say what causes your symptoms however, I can say that I suffered from both of those symptoms quite frequently while I was taking narcotic pain killers. Specifically opiates. (i.e. codeine, vicoden, percocet, roxicet, Oxycontin ocycodone, etc...) I don't know if that helps or not. :)

Many things can cause tingling from a pinched nerve, Carpal Tunnel Syndrome, Diabetic Neuropathy and Anemia. If there is a purplish discoloration as well this can be a sign of Reynaud's Syndrome.
