I have had this problem with my cement ingroud pool. The pool person I work with says that it is caused from iron in the water. She recommended the use of "Stain-X" which seemed to help. She said you had to either raise or lower the PH before using it in order for it to be effective. I forget which, but you can probably ask you local pool store about it. I fill my pool with well water and believe it or not, she always has me put a folded sock or old t-shirt around the end of the hose and fasten it with elastics before adding water to the pool. It may sound silly, but when you look at the sock after a day or two of running the water, it's all discolored. Good luck.
We had rust spots on the botom of our pool and it was caused by the rebar too close to the plaster. We had it jack hammered out when we replastered.
If it's slimy, it's algae. You need to adjust your chemical treatments.

The brown colour is just from the wet rain on the dry ground. The rain is moisture, and the ground may not have had moisture in it so therefore the rain put moisture into the ground.
