Low Power Steering fluid or defective power steering pump.
If the strut is faulty it can cause uneven tyre wear or cause the steering to be either light/heavy and possible rumbling through the driveline.
cause your power steering pump has died... try hit it with a hammer :)
Heavy electrical load and a badly worn and or loose belt that is slipping! There is a steering position sensor at the base of the steering column that tells the variable assist power steering how fast you are turning the steering wheel. When it gets faulty, there will be lurches and surges in the steering. Easy to replace, costs about $60 from GM.
Low steering fluid can cause a steering wheel to whine when turning. A worn steering belt can also cause a steering wheel to whine when a car is being turned.

Many things can cause that, the simplest cause being lack of power steering fluid.
Steering fluid leak.
no your steering will just become very heavy and you will loose all of your power steering
only thing that will cause smoke in steering column,is an electrical short in the wiring inside the steering column
A worn out power steering pump, or steering box.
Positive camber can cause all sorts of issues but not a tight steering wheel.
Alternator Belt has snapped, causing you alternator to stop charging causing you battery light to come on, but this belt also runs your power steering pump which if that's not working your steering will become heavy
