I think you're comparing Flash to another program; "Which one should I buy?"
Flash is capable of making Actionscript-based games (runs on most devices) and animation. It can export to HTML, but also popular video formats such as .mov. Flash can be bought from Adobe.com. It's cheaper than ToonBoom, but nearly as good (in the animation section). It is also relatively easy to learn and does not necessarily need coding knowledge; only when making games and applications.
