go to a dye shop (any of them will do), click dye items, choose to dye clothing or household items, congratulations! but you do have to pay extra to dye them or you can buy dye go to any of the games that allow you to make clothing or items, choose the dye then when you are done doing the mini games voila! it is now in your inventory.
In RuneScape, it is impossible to dye food. The only things it IS possible to dye with the dye items are capes, goblin armor(which is non-equipable), and a few other fabrics(like certain quest items).

The benefits of a clear tote bag are that you can see where items are in the bag without having to dig around. Also the lack of dye means dye will not run onto items in the bag if it gets wet.

Cotton isn't the only fabric you can dye. A polyester backpack can be dyed by using acid dyes where you heat the acid dye with the fabric submersed.
