Any moving fluid can power a turbine. This includes air, water, steam, burning fuel etc.

When the fluid strikes the blades of the turbime it transfers energy to the blade causing the blade to move.

Most turbines producing electricity are driven by high pressure steam. There are also water driven turbines as in hydro plants. In a gas turbine engine it is hot gas which drives the turbine.
