No real difference. The term "Rubber Bullet" is frequently used for riot control weapons that fire VERY large flexible plastic bullets (about 40mm) at fairly slow speeds. We don't usually think of a brick as a lethal weapon, but if you got whacked in the head with a brick, it COULD kill you. Same thing with rubber bullets.
