I kind of suspect that most students who are banned from school have very little interest in reading books of the non-comic variety, but they could always go to a public library.

By encouraging theft the school would be hindering not helping the students. IF people were honest and didn't steal, sometimes just for the sake of stealing, then yes, remove the locks but until the present behavior of students becomes respectful of other people, keep the locks. Note: the theft has gotten so bad, books and other stuff are stolen when they are right under the student's seat, while the student is in the seat!!!
