Nothing you can do, maybe you have some other region DSI system, club nintendo accounts only works in USA, Japan and countries where Nintendo has filials. Other reason could be that your system has been restored to its factory properties one or more times (formated), this feature erases all extra content within the console (Wii or 3ds,dsi,etc), Club Nintendo option betwen them. If your system has warranty, call Nintendo Support and or write to them.
