What can you do on COD MW2 on multiplayer when your only lvl 1?

You can play online multiplayer, but with pre-set weapon classes (Create a Class is unlocked at level 4). No weapon challenges are available (as they are unlocked at level 5) and killstreak rewards (unlocked at level 10) are pre-set at; 3 kill streak - UAV, 4 kill streak - Care Package (random other killstreak reward gained immediatly with no unlock required) and 5 kill streak - Predator Missile. When you reach level 10, you will be able to unlock one extra killstreak reward. From then on you gain a new killstreak unlock every 6-8 levels or so. Weapons are unlocked regularly, say, evey 2 or 3 levels and new challenges are unlocked at every level. Prestiege mode is unlocked at level 70
