Scratching is a normal, healthy part of your bird's grooming and preening routine. Budgies use their beaks to remove pieces of dead skin much the same as a human scrubs with a washcloth or sponge. Budgies may use their feet to scratch parts of their heads that they can't reach, or they may rub up against a toy or perch. If you budgie trusts you, he or she may even ask you to help with an itchy spot! Budgies naturally molt feathers as they get old, just like mammals shed their fur and hair. I think this sounds more like what my budgie is doing. She used to be bored so she started to pluck her feathers. When we were in the rainbow landings at Edinburgh Zoo we asked one of the zookeepers what we should do. She said you should roll up some newspaper and put it in their cage. It is supposed to be a bit like plucking feathers for them when they rip it. It didnt work for us but it might for you.
I would also make sure you gave them sandsheets in the bottom of the cage. I think you are supposed to anyway but I thought I would say. They like to play with it in their beak.
If it is friendly I would give it LOTS AND LOTS of attention so they dont get bored because that is why they start in the first place. We tried to be nice to our budgie but she is really vicious and just attacks us and we dont want to be attacked. :(

If your bird is pulling out it's feathers, it just means it's sad/deppressed.
To make your bird happy, give it a buddy. But, don't put the birds together right away. put them in separate cages for a FEW weeks.
Once they're used to each other, then you can put them together.
