Stranger anxiety is when you are afraid of talking to strangers and being around people that you don't know because they are strangers and they frighten you.
bees gaurd a colony from strangers by buzzing around it and point their stingers out so that the stranger will be afraid because he/she will not want to get stung.
Try to be a little outgoing. You could say hi when you see them and see if there is anything you have in common and work with that. Don't be afraid to talk to them. friendship will grow after a while.
You could be xenophobic or : unreasonably afraid of foreigners or strangers
this is an answer depending upon the breed, personality, & if it is female or male.

It could be a number of things: the dog is being territorial, isn't socialized enough (thus being unsure or afraid of strangers, or has learned to be aggressive towards other people), or it is dominant over you and thinks it's protecting you against other people. Another thing is that you probably inadvertently tried to reassure the dog by petting him, only this caused him to think it was okay to be in this state of mind (afraid, unsure, aggressive, dominant, territorial) towards strangers.
