There are a lot of "it depends" in this question. If you think the legal system will be able to help you, don't necessarily count on it. You can have the courts "order" this person not to threaten your family, but unless and until this person is caught in the act of trying to carry out the threat, and there are witnesses (not just the word of a family member) there is nothing the law can do. That is why things like orders of protection are worthless.

You can stop a person from harrassing your family by calling the police immediately. Be sure to tell that person's information, such as their name, number, address, driver's license. Anything so that they will know who to confront an possibly, arrest.
