File an appeal with the state child support enforcement agency that is in charge of the case. That agency is the only one that can take any action on a FTO order. The only acceptable reasons for not having a refund seized are...

You are not the person who owes the money. You owe less than the qualifying debt that has been set by the state in which the order was issued. You are currently in bankruptcy action. You have an order from the state court preventing the seizure of the refund(s).

The financial management service should be notified of this by the state or someone. FMS can be reached at 800-304-3107. If the State is still taking tax refunds, there must be some dispute about whether all back support has been paid. The place to start is with the State child support agency.

How do you stop child support from taking your money?

Child support is worked out by your annual income so you should not be paying more than you can afford. I believe there is a percentage of your wages that you must still have after child support is taken. Check with your child support how much that is. In my country no more than 40% of your wages can be taken for child support.
