Presuming it's plugged in OK, and that there are no weird settings on the keypad which preclude cooking. I'd pronounce it dead.

1) Someone placing a metal object in the microwave and then heating that object can cause the magnetron to fry itself.
2) If the microwave is run without an object to absorb the radiation, a standing wave will form. The energy is reflected back and forth between the tube and the cooking chamber. This may cause the tube to 'cook' itself and burn out.
