They may infer that the volcano has become more active - an increase in seismicity (an increase in the number of earthquakes) may be caused by the movement of magma into a high level magma chamber near the earth's surface, causing an increase in the magma pressure which can cause fracturing of the surrounding rock mass.

This may be a warning sign of an impending volcanic eruption.
