Make sure that you get a vet approved flea repellent for your animal primarily. Stop the fleas from ever reaching your pet. Second give the dog a good bath with a flea killing shampoo. Make sure to not increase the pain in the affected area for the animal. And finally those sores hurt terribly on an animal same as a cold sore or others do for us. A good topical remedy is a very very LIGHT coating of hydrocortisone cream will help your animal with the irritated skin.
