No, you can use a PlayStation 3 with a conventional TV (one that has a lower resolution than 720p or 1080i; those are the necessary resolutions for a television to be called high definition). A PS3 can be set for 480i output and used on a regular TV with the included composite video cable; however, you won't get the benefit of the spectacular graphics that require high-def. You can still use it, but it won't look as good.
