Most ink is soluble in either alcohol or vinegar. I would try alcohol first, and if that doesn't work try vinegar.
Just in general; plain vinegar is a miracle cleaning fluid. It's cheap, and it usually works better than expensive cleaners.

If you mean ballpoint ink, take a clean cloth and a bottle of hair spray. Spritz the ink with the hair spray, wait a few seconds and wipe.

Rubbing alcohol is often a good way to take ink off of non-porous surfaces. Unfortunately, paper is absorbent and likely to be ruined by the rubbing alcohol. You cannot use rubbing alcohol to take washable marker off of paper.
Yes, Sharpie ink doesn't come out of clothing. As a teacher ink and pen marks is one of the hazards of teaching because I get ink on my clothing at various times and have never found a soap/spot remover that will take out the ink.
