It depends on what type of hero deck. There are actually lots out there, but the most common ones I know of are Absolute Zero decks and e hero fusion decks. For the competitive version (absolute zero), you should run Absolute zero with cards like stratos and miracle fusion, along with cards like caius the shadow monarch and mobius the frost monarch. Also make sure you have plenty of synchro monsters and tuners available.
For e hero fusion decks, make sure you get a good fusion deck with absolute zero, gaia, and the shining, along with shining flare wingman, plasma vice, and whatever else you feel like (it is not advised that you run synchros). You should run the basic heros, like avian, bubbleman, and a few copies of sparkman, and 2-3 copies of king of the swamp. Also, depending on your fusion deck, you may want to add burstinatrix, clayman, and bladedge also. Every hero deck should have at least two polymerizations, a few miracle fusions, and one future fusion. Super polymerization would work as well, your opponent cannot negate it's activation, so it would be a safe fusion summon. You should also add woodsman, stratos, and prisma to your build (ocean is optional, but it works pretty well). When building an e hero fusion deck, avoid cards that require specific monsters like bubble blaster, spark blaster, and hero barrier.
