you cant have less than 40, but you can have as many up to 60

just drop the cards in yor deck .. they are free anyway.
The Rise of the Dragon Lord structure deck would be best (and so far the only) choice.
Zane's "Yu-Gi-Oh!" deck is based around Machine type monsters and Cyber Dragon monsters. When fused, Machines are very powerful and in battle are very strong. Trap cards and spell cards are a weakness to them though.

Foil cards are Shiny and mostly rare cards that are featured on the front of a deck or tin in stores and are the prime monsters that you get in the packs and stuff like road warrior for the starter deck or stardust dragon for the yusei tin or whatever.
A best yugioh deck would be a deck that eliminates your opponents options. like a deck with jinzo and horus, the black flame dragon LV 8 both can stop your opponents spell and trap cards. also a deck with cards like needle worm can discard your opponents deck so when they have no cards left you win.
