Lo Jack is an aftermarket add on. Many vehicles have similar product that are all built in. All GM products have OnStar which allows a vehicle to be tracked.

LoJack (or any other 'property recovery' type system) is not stock on civilian Chargers. So if your car has one, it's where ever it was installed to.
If it has On Star, 2002, I think, or newer, then basically yes. With On Star they can control your door locks, pin point your location, even shut off your motor. Oh yeah, and listen in your car anytime they want. They can diagnose troubles with your vehicle, and even tell how much gas is in your car, and how fast you are driving. Sound like I am against it? Your right. Now, actual lo jack, is installed by a private party. Like say a bank, who is financing the car. They will put it on there, in case you default, so they can find the car to repo it. Or, like, taxi cab companies will use it to keep track of where there cars are at. It is a locator only. It is not hardwired, (installed at the factory) so it cannot do all of the things On Star can. It can be installed on any vehicle.
