If the computer is stuck in a situation where it no longer accepts commands and doesn't shut down as requested, you should give it amble time so that any potential pending operation can complete or fail gracefully. If the situation doesn't change, you should consider forcefully removing power. In a desktop PC, this is easily accomplished by unplugging the mains cable from the wall socket. In a laptop or other portable device, you may also need to remove the battery. Note this is an emergency measure. Forcefully removing power in this manner can cause data loss or even damage to hardware. Modern systems are designed to cope with unexpected power outages, however. You'll need to allow extra time when re-starting, as the operating system will (hopefully) scan the hard drive or flash memory drives for errors caused by the sudden power outage, and attempt repair.
The laptop is probably set to shut down automatically when the lid is closed. Have a look in the power settings and untick something like "shutdown when lid is closed." I can't give specific advice as you don't say what operating system you are using.
