You need a new flasher. I had the same problem & the unit needed replcement. They have had numerous problems w/ the flasher.
We had that problem with a 1996 Monte Carlo and found the connection at the bottom of the fuse block had corroded away. We spliced the wire to an after market fuse holder and hooked that up to the hot side of the fuse block and it has worked just fine for several years now.
