Athens used its empire to establish dominance in the Greek world, but overstepped in interfering in the affairs of other states. This came to a head in its intervention in Potidaia, Corcyra and Megara, resulting in Sparta and its allies giving an ultimatum to Athens to back off. This was ignored as the Athenians thought themselves safe behind their Long Walls and their dominant fleet. War broke out to resolve the stalemate.

The war was between Sparta and its allies and Athens and its empire.
