Officially, there is not a war between Ukraine and Russia. However, Russia has claimed territory from Ukraine based on a referendum that did not meet the standards required by international law, and Russia appears to be illegally assisting Ukrainian rebels who are aligned with Russia against the Ukrainian government.

between russia and ukraine
Russia and Romania don't share a border. Ukraine borders both countries, the only country to do so. Romania is to the southwest of Russia.
It is impossible to predict with certainty how Western governments would respond if Ukraine were to attack Russia first, as it would depend on many factors, such as the specific circumstances of the attack, the severity of the conflict, and the geopolitical considerations of each country. However, it is likely that Western governments would strongly condemn the attack and urge both sides to seek a peaceful resolution to the conflict. If the conflict were to escalate, Western governments could potentially impose economic sanctions or other diplomatic measures against both Ukraine and Russia. In the past, Western countries have imposed economic sanctions on Russia in response to its annexation of Crimea and involvement in the conflict in eastern Ukraine. It is possible that similar sanctions could be imposed in the event of a conflict between Ukraine and Russia, although the specifics of the response would depend on the nature and severity of the conflict. It is important to note that a conflict between Ukraine and Russia would have serious implications not just for those two countries, but for the entire region and potentially for global security. Therefore, it is in the interest of all parties to avoid conflict and seek peaceful solutions to any disputes that may arise.
