The proximate cause was due to the U.S. Secretary of State, Dean Acheson, declaring that South Korea was outside the ambit that America was prepared to defend. Since they were spoiling to do so, the North Koreans soon invaded South Korea. They, and others, were surprised when President Truman undertook to defend South Korea and, amazingly, got the What_were_the_causes_and_effects_of_the_Korean_WarCouncil of the U.N. to endorse such a police action ( the Russians having unwisely been absent during the crucial vote and not exercising their veto ).
