That means that your bulb is getting ready to blow so u might need to put another one in cause when it blows it still blinks in the inside of the car but not on the outside. In my experience, it means that one of your turn indicator bulbs has already blown. Try turning on the blinkers in the direction that blinks rapidly and get out (while the car is stopped, of course!) and look at the front and rear turn inidcator lights on that side. You will probably see that one is not blinking. If you check and the bulbs are good, you may have a short somewhere.
