when air shocks collapse on a navigator its an indication that one of the air bags are bad (dry rot). once one bag is bad the leveling system automatically lowers the other. i have changed many air bags on lincolns and i must say that they last a vey long time, ussually dry rotting between 8-10 years. however i would suggest changing them both. there are other possibilities leaky line, bad shut off valve, etc. these are rarely the problem. 95% of the time its the airshock (airbag) itself.

To remove the air shocks on a 1999 4-wheel drive Lincoln Navigator, first, safely lift the vehicle and secure it on jack stands. Disconnect the air lines from the shocks, being cautious of any residual air pressure. Then, remove the bolts securing the shocks to the lower control arm and the upper mounting point. Finally, take out the shocks from the vehicle and replace them with standard shocks if desired.
A 1988 Lincoln Towncar has shocks in the front.
youre automatic air ride suspension went out it happens to alot of navigators/expeditions that came from the factory with rear air ride shocks
You have to replace with springs and shocks
If you have figured out where it is leaking from then here is a link to check out. I haven't used these people yet, but I am planning on it if I need to replace the air shocks in the front...

Bad shocks
A bobbing noise in front of a 2004 Lincoln Navigator could be caused by several issues, such as worn or damaged suspension components like struts or shocks, which may lead to excessive movement and noise. Additionally, loose or damaged sway bar links or bushings can produce a clunking sound during bumps. Another possibility is a problem with the tires, such as uneven wear or a defect that causes them to bounce. It’s advisable to have the vehicle inspected by a mechanic to accurately diagnose the source of the noise.
I have a 2001 navigator. Been towing with it for over four years. I pull a 5500lbs trailer and never had a problem with the air bags. When I put the tongue weight on the hitch, the air bags pump the truck back up perfect.
