Your engines head gasket is blown. This means a cylinder will lose a little compression because gas can escape into the cooling system. Doing so forces oil into the water, and water into the cylinder when the piston is on the down stroke. This overheats your car puts extra stress on your cooling system because it becomes even more pressurised (you will need to top up the cooling fluid very frequently because of this). Get it fixed as soon as possible before you do more damage to the cooling system or the engine. Your mechanic will know that the oil and water in the car will also need to be flushed once the head gasket is replaced.
The antifreeze level could be low, or the thermostat may need to be replaced, or the antifreeze line might need to be blead to get all the air out, the air in the line will make it overheat.
your cooling fans are not kicking in. They make have clutches that have gone bad. they need to be replaced. Also check the themostat

If by water you mean engine coolant, yes. Loss of coolant, antifreeze, is a major cause of overheating.
If you're stuck in traffic and your water is low, even a little, it will overheat... or your thermostat is not opening all the way. Or your fan is not kicking in at temperature. Make sure your antifreeze is properly mixed, beause it is a coolant, too.

Make sure you use the red stuff as the green antifreeze tends to rot the oil cooler and causes other problems too. Do not mix them either.
