Yes girls can be born with cowlicks.

No, it's not only boys. I have two cowlicks and am female.

I think you mean a "cowlick" which is a section of hair that sticks out from the rest of the hair. Cowlicks appear when the growth direction of the hair forms a spiral pattern.

It can, but it is the exception rather than the rule. In the great majority of cases, if you shave your head, it comes back exactly as it was before - cowlicks and all.
