Most likely you damper is not opening or your fan motor is not running
Check the fan motor if is running also look for vacuum line leak this may affect the damper
The heater may not be on - but the fan still blows air through the vents when they're open !
The heater blower may not be working properly. Without the heater blower working, the air will not come through the vents.
I have the same problem with my 97 jeep. I'm thinking that maybe a hose going to the vents has come loose, because I can hear the fan motor running and I'm getting a small amount of air out the vents in the dashboard area.

You need to check and/or replace the heater core
It's coming out of the vents. Dust settles.. if you don't use your HVAC system for a while, it'll settle and accumulate in there, as well.
In order to save youself oodles of money, all you have to do is remove the front two center vent covers on the dashboard above the radio and then remove the vent cover next to the windshield. If you look through the vents on the dashboard you will see a shutter that is closed. In order to open this, go from the vent by the windshield and use the handle of a screwdriver to push the shutter door down. It takes quite a bit of pressure, but after the shutter is open, if you look back through the dashboard vents, you should see light again if done properly. Hope this helps. It saved me aroung 500 dollars and took about15 minutes.
This is caused by a faulty heater core that has corroded and now has a leak. It needs to be replaced.
Heating hoses are exposed and need to be replaced. The heater core is leaking coolant.
could be a leaking heater core ( Steam ) . Depends on WHAT KIND OF SMOKE. Is it steam or smoke. Smoke like something burning could be oil. electrical, etc
Check for the drain hose or pipe in your unit so that it is not clogged. Through the ac process water is collected and thus needs to come out. If the drain is clogged water will be trapped and the blower will pick it up and send it through the vents.
Yes, gnats can come out of dirty air vents. Gnats can actually come from anywhere. They are very pesky creatures.
