The normal human eye can distinguish 256 shades of gray (between black and white), this gives limited quantities of data from the world that surround us. But the human eye also can distinguish normally 256 shades of every primary color too... since all colors come from mixing those shades of color then you have 256 x 256 x 256 (or 16777216) shades of color that can be distinguished. Compare it to just 256 shades of gray and then you will have a grasp at why is this, since color not only transmits emotions but information from the environment surrounding you (Depth, distance, consistence, density, temperature, etc) so you can better understand what surrounds you.

the various shades / tints of gray between white and black - the human eye cant see very many shades so 256 shades is enough to cover what the eye can see - which is why a gif image with 256 levels can show black and white photos perfectly but not color photos which require millions of combinations
Yes. Most animals do not see in color as humans do. Dogs, for example, see in shades of gray and black/white. That's why they can see better in the dark. Our eyes are designed to see color differentiation, whereas a dog sees so many more shades of black and gray that they can key in on movement much more efficiently than a human. Other animals have very poor vision and rely on smell or other sensory means to be aware of their surroundings (eg: snakes flicking their tonges, bats using sonar).
