What causes the tail and dash board lights to go out but the brake lights work on a 2005 Ford F-350?

I am looking for the same issue for a 1991 F350. So far it looks to me like it is: 1.) A fail-safe that the dash lights go out to let you know a tail light is out. 2.) A bad headlight switch (I keep running across people saying a common problem is for the tan and white wire behind the switch to melt). I am off to the parts store to see if we can get ours fixed.
