The fuse is what restricts how much current you can draw from an outlet. If you have the wrong fuse you can draw more power than intended from an outlet - but only if the appliance plugged in can use it up.
To get too much power out of an outlet, with a suitable appliance plugged in, then you also have to have a higher voltage in the outlet. And for that to happen, something has to be seriously wrong higher upp in the supply chain.
What is your question? A standard outlet is 110V. A 220 outlet is shaped different so that you know it is 220. You would never run 220 through a 110 outlet.

No. It would have to be wired for 220 volts and would have to be rated for 220 volts and would have a different configuration so that a typical 120 v plug wouldn't fit the outlet.

It doesnt matter you will smoke it. The current in a resistive circuit is proportional to the voltage. If the voltage doubles and the resistance is the same (elements) the current will double and burn up both the elements and the toaster wiring. Look up "ohms law" for current voltage and resistance effects. Don't try it..
