Eagles both fly and soar. Flying takes energy, soaring takes no energy.

Eagles fly, just like other birds. Sometimes, when they get high enough and weather conditions are good, then they glide, but they will inevitably flap their wings sooner or later. Animals that glide include flying squirrels. They just open their membranous flaps; they don't actually flap their arms and legs to propel themselves.
All birds that soar also fly. Some birds that are very good at soaring are eagles and vultures.
The updraft winds that birds soar on are weaker over water so larger wings allow them to ride these updrafts. Birds will soar whenever possible to conserve energy and can often go for hours without flapping their wings. Many birds that spend long periods of time over water have larger wings in comparison to land birds.

Eagles soar just like any other bird soars... With its wings. As soon as the eagle reaches a certain altitude it just spreads its wings and soars!! The eagle truly is a wonderful creature!
