The centrally planned economy had to changed into a market economy, which in turn required a huge change of attitude in the people involved in government and business. A non-democratic system had to be replaced by a democratic system and a single-party system by a multi-party system. All this by people totally unfamiliar with either democracy and market economy.

The Communist system always had guaranteed jobs and pensions , even if in a system of general relative poverty and shortages. The fall of Communism meant an overhaul of companies and public finance, which meant that certainly in the beginning, many people lost their jobs and had sometimes severe pension cuts.
