After the Union disaster at the Battle of Chickamauga, the US Department of War gave US Grant the authority to retake Chattanooga from the Confederates. Crucial there was the replacement of General Rosencrans with General Thomas as commander of the Army of the Cumberland. US Grant had a hand in this change change and thereby increased his confidence in a Union victory.
The Federal Army of the Potomac was led by Major General George McClellan in the Autumn of 1862, and would be replaced later that Fall, in November, by Major General Ambrose E. Burnside. The change in military leadership was a surprise to many people in the North who supported General McClellan. President Lincoln waited until the off-year elections of 1862 were finished before he relieved McClellan. Playing politics with top generals such as Burnside and McClellan were not in the Union's best interests.
After the battle of Antietam, Lincoln decided to replace General McClellan as the top military commander with general Ambrose E. Burnside. On November 3rd of 1862, Lincoln made this important change in the Union's military forces.

Both US president Lincoln and General in Chief Henry Wager Halleck were displeased with general Joseph hooker. They believed that Hooker's response to Lee's crossing of the Potomac River was late and unresponsive to the needs of the Union. This required a change and Halleck's choice of General Meade to replace Hooker was in line with President Lincoln's views on the matter.
On the evening of June 28, 1863, General Lee learned that the Army of the Potomac had already crossed the Potomac River and was converging on Frederick, Maryland. This was approximately thirty miles south of Gettysburg. Lee also learned that General Joseph Hooker had been replaced by General George G. Meade. Lee had already defeated Hooker at Chancellorsville and Lee was well prepared to meet Hooker a second time. The changeover, however, was greeted as good news. Lee believed the change of command would be of benefit since he anticipated that some confusion and adjustments would needed to be made to the Union army.
