Think of water as being the medium for which all the reactions that take place in your body are carried out in, without which you would not last long. Unfortunately many chemicals and compounds that are toxic to us are also solube in water.

So basically, 70% of our body is made up of water, without it, we wouldn't be able to survive.

It is quite hard to explain exactly what makes it drinkable, it just is, because it is liquid? Im not quite sure of how to put it.

Can you consume dried ice?

If you mean 'Dry Ice', i.e. frozen carbon dioxide, you MUST NOT get it anywhere near skin or eyes or mouth or stomach! You would be very badly injured. But if you put dry ice in water with proper protection, you can make the water bubble rapidly due to a chemical reaction, and the water is drinkable while the dry ice is in the water. That is - serious protection: eye goggles, thick gloves, make sure your whole body is covered, no skin showing.
