In terms of an actual city, that is easily Erie - nearly 90 inches annually. But for any town, you would have to go south of Erie and up in elevation, probably to the southern and eastern parts of Erie county in places such as Edinboro, Corry, and Waterford, which average nearly 150 inches of snow annually! Which one actually averages more, at this point, doesn't make much difference. It always varies year to year depending on very minute details that go into the generation of lake effect snow, which is where these places pick up about 90% of their annual average snowfall.
